ABOUT US
The Bitcoin Fund Management Agency AAB, is responsible for the issuance of offers of Digital Assets for the Institutions of the Government of El Salvador and its Autonomous.
Created under the Law of Issuance of Digital Assets (LEAD), approved by the Legislative Assembly in January 2023, it administers and invests the funds from such offerings in public works and projects that contribute to the economic and social development of El Salvador.
Mission
To promote the development of the Digital Assets market and Bitcoin as legal tender, offering investment and fund management services for the development of more efficient, profitable and transparent public projects that generate confidence in users and diligently safeguard the State’s funds.
Vision
To innovate and maintain presence in the Digital Assets market and increase the use of Bitcoin through public offerings of assets that attract investments and contribute to the expansion of State Projects, promoting the social and economic development of the country and improving its liquidity.

Nina Bardi
Nina is an experienced executive with more than 17 years of experience in managing the financial administration of companies in the investment, development and construction sectors. She is also a specialist in supply chain management and a specialist in the development of techniques applied to self-sustainable social development and strategic planning in the infrastructure, technology, economic and business sectors in Central America, with a proven track record. Nina holds a certification diploma in Digital Transformation from the Massachusetts Institute of Technology and a Masters Degree in Banking and Finance from the Higher School of Economics and Business of El Salvador (ESEN). Nina’s experience and expertise in the fields of finance, development, and technology make her uniquely qualified to lead AAB’s projects. She has a deep understanding of the challenges and opportunities facing issuers and investors and is committed to developing innovative solutions that benefit everyone involved.
Victor Quijano
Head of Digital Asset Investments
Victor is an executive leader with experience in all facets of financial management, financial analysis, structuring and sale of financial instruments, corporate governance, regulatory compliance, and international business. He has specialized in the design of traditional and contemporary financial products; financial risk management; and in the development and execution of strategic and operational plans. Víctor has a Master of Public Policy, KDI School of Public Policy & Management, Seoul, Republic of Korea and has a degree in Economics and Business by the Higher School of Economics and Business of El Salvador.
María Teresa Mena
Investment Manager
Maria Teresa is a highly experienced and accomplished executive with a proven track record in the financial services industry. She currently holds the position of Investment Manager for Digital Assets at AAB. Maria Teresa is a Certified Public Accountant and holds a Bachelor’s Degree in Finance from the Central American University of José Simeon Cañas in El Salvador. She also has more than 23 years of experience working in the financial system of El Salvador, where she has held various leading positions in auditing, risk management, credit, custody and internal audit. Maria Teresa’s deep understanding of debt markets, strong track record in managing complex projects, and proven ability to lead high performing teams make her a valuable addition to AAB’s capabilities.
Sidney Hernández
Compliance Officer
Sidney is a highly experienced financial analyst and auditor with a demonstrated track record. He holds a Bachelor’s and Master’s Degree in Business Administration from the Central American Jose Simeon Cañas University in El Salvador. He also holds a Master’s Degree in Actuarial Management from the University of Buenos Aires in Argentina. He has 28 years of experience working with private companies, banks, insurance companies and social security institutions in El Salvador, as well as national regulators. He also has extensive knowledge of pension reform and simulations gained while working at the World Bank in Washington, D.C. His skills and experience make him a valuable asset to AAB.
Roberto Bonilla
Operations Manager in Digital Assets
Roberto Bonilla, has 20 years of experience in banking operations, customer service and business, with a degree in marketing with a specialization in Modern Management and innovation, he has had a career leading banking agencies and positions in different business areas in the financial field. This has allowed him to specialize in operations, controls, services and business.
Dr. Roberto Oliva de la Cotera
Legal Advisor
PhD. in Administrative Law from the University of Salamanca, Spain. Professor of Undergraduate and Master’s Degree in Administrative Law and Administrative Procedure at Universidad Doctor José Matías Delgado. Member of the Instituto de Investigaciones Jurídicas de la Universidad Matías Delgado.Recognized with the Professional Projection in El Salvador award according to the Revista Derecho & Negocios.Author of several books and articles specialized in Public Law. Litigation Lawyer specialized in Contentious-Administrative, Constitutional and Arbitration proceedings on Public Procurement. Partner of the firm OLIVA & OLIVA, recognized as the best firm in Public Law, Administrative Law and Regulated Sectors, legal advisor of numerous National Financial Institutions as well as in Arbitration and Litigation in El Salvador according to the Law & Business Magazine.
